Proactive cyber defense for governments and enterprises
Defenders have faced a difficult dilemma: adopt enormous frontier models that are expensive to deploy and hard to control across enterprise codebases, or turn to smaller open-weight models that struggle with complex vulnerability remediation and require building custom tooling and infrastructure. The Fairwind Program is designed to end that tradeoff, bringing Google's best AI and cyber-defense capabilities to a trusted group of Google Cloud customers, government agencies, and cybersecurity partners to proactively solve cyber risks at scale.
As a first step, the program combines Gemini 3.8 Flash Cyber, Google's most advanced cyber model, with the CodeMender harness to find, verify, and fix vulnerabilities at agentic scale. CodeMender provides specialized reasoning to write and validate code fixes at a fraction of the operating cost of traditional frontier models, reducing patch generation from weeks to minutes. These verified, deployment-ready patches are generated within an organization's secure cloud environment.
Initial access is staged to the partners most critical to society's resilience: governments and national cyber authorities for hardening public-sector networks, critical infrastructure operators in healthcare, telecommunications, energy, and financial networks, and core technology platforms that can uplift security for millions of downstream users. To ensure responsible use, participating organizations must agree to strict operational standards, including limiting access to employees in internal cybersecurity, incident response, or penetration testing teams and deploying protections.
